How cold it actually gets

January averages a high of 24 °F and a low of 9 °F. Those averages include mild days; the cold outbreaks run far below them. Subzero overnight lows happen on roughly 20 to 30 nights per winter, and stretches where the temperature never rises above zero for several consecutive days occur most years. The all-time record low for the Twin Cities is 41 below, set in 1888.

The important distinction for anyone new to this climate is between air temperature and wind chill. Wind does not lower the air temperature; it strips away the thin insulating layer of warmed air next to your skin, accelerating heat loss. At 0 °F with a 20 mph wind, the wind chill is about -22 °F and exposed skin can freeze in roughly 30 minutes. At -20 °F with the same wind, the wind chill is near -48 °F and frostbite becomes possible within 10 minutes.

This is why NWS Extreme Cold Warnings — which replaced the older Wind Chill Warning terminology — are worth reading carefully rather than dismissing. The frostbite times they cite are for exposed skin, and they are accurate.

The polar vortex, explained properly

The term is widely misused, so it is worth being precise. The polar vortex is a permanent band of westerly winds circling the Arctic in the stratosphere. It exists all the time. It is not a storm and it does not move south in the sense implied by headlines.

What happens is that the vortex sometimes weakens or is disrupted — a sudden stratospheric warming event — and when it does, the tightly contained cold air it normally holds over the pole can spill out in lobes. When one of those lobes settles over the upper Midwest, the result is the kind of extreme cold Minneapolis saw in late January 2019, when the city reached -28 °F with wind chills near -50 and the University of Minnesota, the schools and much of the metro simply closed.

A useful mental model: a strong, stable vortex keeps cold air bottled up at the pole and gives the Midwest a mild winter. A disrupted vortex spills it southward. Counterintuitively, warming in the stratosphere over the Arctic is what precedes the coldest air at the surface here.

Snow and the winter that lasts six months

The city averages about 51 inches of snow, but the more relevant number is duration: continuous snow cover typically lasts from December into March. Unlike Chicago or Boston, where snow melts between storms, cold here is persistent enough that accumulation stays.

That changes daily life more than the total does. It also creates a distinct spring flood risk, because all that stored water releases at once. A rapid warm-up combined with rain on deep snowpack drives major flooding on the Mississippi, Minnesota and Red rivers. The Red River of the North is particularly prone because it flows north, so its downstream reaches thaw last and ice jams block the water heading toward them.

The biggest single snow event in local memory is the Halloween blizzard of 1991, which dropped 28 inches on Minneapolis. The most culturally significant is the Armistice Day blizzard of 1940, which caught duck hunters in shirtsleeves on the Mississippi backwaters in the morning and killed dozens as the temperature collapsed and the wind rose.

Summer is humid and stormy, which surprises people

July averages 84 °F with dew points that regularly reach the low 70s. Corn evapotranspiration across the surrounding agricultural region contributes measurably to summer humidity — a real, documented effect sometimes called corn sweat. Heat index above 100 happens several times most summers.

Minnesota gets more severe thunderstorms than its reputation suggests. The state averages roughly 40 to 45 tornadoes a year, with a peak in June, and the Twin Cities metro has been struck directly multiple times. Large hail and damaging straight-line wind are common; the region also gets derechos, fast-moving organized wind storms that can produce 80 mph gusts across hundreds of miles.

The lake effect on Lake Superior, two hours northeast, does not reach Minneapolis, but it does mean Duluth has a substantially different climate — cooler summers and much heavier snow — despite being close by.

Why the city functions anyway

Minneapolis handles winter better than warmer cities handle much less severe winter, because the infrastructure and the norms assume it. Snow removal is well funded and fast. Buildings are insulated for the climate. Cars have block heaters in older housing stock and outlets in some parking areas. Schools rarely close for snow, though they do close for extreme cold — the threshold is usually a wind chill around -35 °F.

The Minneapolis Skyway System deserves specific mention: roughly 9.5 miles of enclosed second-floor walkways connecting about 80 downtown blocks. It is one of the largest such systems in the world and it exists for exactly this climate. You can move across most of downtown in January without going outside.

The other adaptation is cultural. Outdoor winter activity is normal rather than heroic here — ice fishing, pond hockey, winter cycling on plowed trails. The local view is that the cold is manageable with correct clothing, and that staying indoors for five months is the actual hardship.
